ABSTRACT
Most countries address poverty and risk management through a series of policies and programs that are usually classified as a ‘social protection system’. Although the term ‘system’ gives the idea of interconnected programs achieving interrelated functions, the reality in most cases is that of an amalgam of programs operating with little or no coordination. 2
