ABSTRACT

One of the fallacies of “network public diplomacy” is that there is one “network.” As organizational structures, networks vary greatly. When we speak of a “network” initiative, we need to ask: what type of “network” is it? Does it resemble a terrorist network composed of loosely held-together individuals working in cells, rarely communicating together? Or is it a tightly knit, dense network, whose members interact frequently, offering support and engaging in frequent dialogue, as might be seen in a women’s empowerment network? Does the structure align with the purpose?
