Freedom of Movement 7 INTRODUCTION Freedom of movement is often viewed on civil liberty syllabuses as an issue relating primarily to immigration and asylum (i.e. freedom of movement between nations). However, internal freedom of movement was formerly a significant aspect of this area until the power to make Exclusion Orders banning UK citizens from Northern Ireland or Great Britain lapsed in 1998 and was abolished by the Terrorism Act 2000. The advent of Control Orders under the Prevention of Terrorism Act 2005 once again raised the profile of internal restrictions on freedom of movement. These have now been abolished and replaced with TPIM Notices under the Terrorism Prevention and Investigation Measures Act 2011 (which have been described by many as a slightly watered down version of Control Orders).
