ABSTRACT
CONSTITUTIONAL GOVERNMENT FOR 'IRAQ: PROPOSALS, COUNTERPROPOSALS, ANN 0 U N C E MEN T S: APR I L -J U N E, 1920 THE constitutional proposals of the Bonham-Carter Committee had been intended by the Acting Civil Commissioner to form the second stage in the transition from Civil Administration under Military Occupation to a peace-time Government. The Committee, therefore, had been instructed 'to frame specific proposals ... for the establishment of constitutional Government in this country consistent with Article 22 of the Covenant of the League of Nations, the Anglo-French Declaration and other public announcements'. 1 Its attention was called to the past correspondence between Baghdad and H.M. Government, especially to the India Office telegrams of November 28th, 1918, and February 14th, 1919.2
(a) Subject to the tutelage of a Mandatory Power, the Government must be an indigenous Government.
