ABSTRACT
If there is one concept that is ubiquitous in the Asia-Pacific security literature of the 1990s it is strategic uncertainty. This concept had its genesis in the immediate aftermath of the Cold War when strategic analysts, turning their attention to this previously peripheral and now economically dynamic region, found in the Asia-Pacific the seeds of conflict being nurtured by rapid change, the increasing complexity of security concerns, and great uncertainty.
