ABSTRACT
The Liberal Government formed at the end of 1905 under Campbell-Bannerman's leadership had Grey at the Foreign Office, Haldane at the War Office and Birrell at the Board of Education. The infant Labour Party had 50 seats, and John Burns became the first representative of the working classes to hold a Cabinet post, that of Minister for the Local Government Board.
