ABSTRACT

Observers within and outside China have long been concerned with the question of how the Chinese policy decision-making system works in a black box. At the very beginning of this book, I argued that it is impossible to really understand the complete mechanism of think tanks participating in the Chinese policy process just based on the research of “what does China think?” This book has explored the channels and strategies that China’s “brain” (i.e., think tank experts) uses to turn expertise into government policies. As such, we are able to understand the logic “from expertise to policy” in the Chinese policy process.
