ABSTRACT
In the mid-thirties, while the Second Five-Year Plan was in the process of completion, the Soviet government, after having made numerous amendments to its 1924 Constitution, decided on the drafting of a new and more democratic constitution. The definite decision to change the constitution “in the direction of further democratization of the electoral system” was made on February 6, 1935, at the Seventh Congress of Soviets.
