The are signs that at least the second of these values is becoming more widely realized and that some of Hong Kong's community leaders are also beginning to concern themselves with the first. Perhaps as the population becomes more stable and Hong Kong becomes a community in the real sense of the word this former value will become more widely acclaimed.1
