ABSTRACT
In the discussion of staff and settlers, of internal scheme organization, and of the organizational ecology of schemes, detailed examination of changes over time has been deliberately withheld. Time is, however, a vital dimension for understanding any institution or organization, particularly one like a settlement scheme which is deliberately created and altered during its life.
