ABSTRACT

In an attempt to draw conclusions from a long and tangled story, this chapter is divided into three sections. The first tries to assess the effects of historical changes on the foreign policy options of the late Ottoman Empire and the Turkish republic, and to identify the continuities as well as reorientations of its policies in successive periods up to the end of the Cold War. The second assesses the evolution of foreign policy during the 1990s, while the third assesses the changes and effects of the most recent decade. It tries to offer a critical analysis of the successes and failures of recent strategies, and to address some of the crucial questions facing Turkish policy-makers, as well as foreign practitioners and observers.
