ABSTRACT
Communities in the U.S. face a variety of natural and man-made disasters and Florida is one of the most hazard-prone states in the country. Building disaster-resilient communities is a complex and multi-dimensional policy issue. The effectiveness of disaster response and recovery, and the adaptive capacities that a community has are the fundamental aspects of disaster resiliency. The overall effectiveness of the emergency management phases (preparedness, mitigation, response, and recovery) relies on the effectiveness of cross-sector and interorganizational networks that are designed to work towards these goals.
