ABSTRACT
THEEXECUTIONoftheprovisionsofthetreatyofBerlincontinuedtoperplexthepowersandtoreactontheirinternational relationsuntilthespringof1881;theproblemhad,however, ceasedtoofferanyrealthreattothepeaceofEuropeafterthe RussianevacuationoftheBalkanpeninsula,andthecarrying outoftheessentialpartsoftheBulgariansettlement,inthe summerof1879·Forsomemonthsafterthistherelationsof thepowersremainedstrained,butduringthewinterof1879Sothefirststepsweretakentowardsageneraldetente,andthis wascompletedwiththeaccessiontoofficeofaGladstonegovernmentinApril188o.Wemaysummarizetheproblemswhich facedthepowersintheNearEastduringthisperiodunderthe followingheads.
