He was, however, in advance of his time in this as in not a few other things-and so, for the matter of that, was Howe. For in the last analysis the verdict upon the events of 1851 must surely be, not that Howe went too far, nor that Grey drew back, but that the people of the North American Colonies were not yet ready to believe that what was in the interests of all was in the interests of each.
