I. THE TERMS OF THE PROTOCOL (4th APRIL 1826) 1 THE first phase of the Greek question lasted from 1821 to the 3rd April 1826. It was marked by the fact that every Power, except Russia, declined to sanction the use of force in settling the problem, by the failure of Metternich to retain the Congress System or his hold over Alexander. Scarcely less important was the separate action of England in upholding the right of both Greeks and Turks to be heard in the settlement. More important still was the decision of Canning to contemplate a limited use of force, and to co· operate with Russia to the exclusion of Metternich. That goal was not reached till the Protocol was signed, and the result was to place the whole Eastern question in an entirely new position.
