ABSTRACT

In relations between the Corporation and other branches of the national Government, including the Ministry of Town and Country Planning, we come to the crux of the difficulties experienced in building the New Town. Local opposition by the Residents’ Protection Association or the District Council was embarrassing or irritating but, once the court action was lost, presented no serious challenge to the Corporation: it might delay, but was unlikely to defeat a New Town resolutely backed by the Government. The Corporation was more concerned with the firmness of the Government’s resolution and the effectiveness with which it was carried out.
