ABSTRACT
As Thucydides suggests, navies have shown themselves to be uniquely useful as instruments for the conduct of foreign policy for time immemorial. As such, they express the foreign policy objectives of the state. Depending on the nature of those objectives, naval diplomacy can be used in a competitive or collaborative way, or, more usually, some mixture of the two.
