ABSTRACT

DURING the survey period the two problems most frequently brought to our notice by officials and committees of diocesan boards and local associations were shortage of workers and shortage of money. Except when a staffing crisis was imminent, it was the latter which appeared to cause more anxiety to the local committee, and it was frequently brought up as a reason for inaction when such matters as salary increases, provision of transport or repairs and decorations to a home were discussed.
