ABSTRACT

Our foray into forward-looking diagnostic tools begins with a methodology to assess and plan community-based disaster relief and risk reduction, using illustrative material from the Philippines. The proposed methodology combines two tools from this chapter, Hazards and Contribution and Feasibility, with methods presented and illustrated in previous chapters, i.e. Process Mapping (Chapter 5), Timeline (Chapter 9), Stakeholder Rainbow (Chapter 11), Values, Interests, Positions (Chapter 13), Levels of Support (Chapter 14) and The Carrousel (Chapter 14).
