ABSTRACT

Even before the Johannesburg Summit had ended, serious concerns were being expressed about the future of the CSD and the entire process of implementation. Some of those were raised in an NGO-sponsored event that included representatives of many governments, UN agencies and programmes. Five former CSD chairs spoke: Henrique Cavalcanti (1995), Mostapha Tolba (1997), Simon Upton (1999), Juan Mayer (2000) and Bedřich Moldan (2001). Their analysis of the CSD was very bleak, but they gave strong recommendations for an agenda for the future CSD that would ‘monitor, review and implement’, and for the need to a focus on a more manageable agenda.
