ABSTRACT

DURING the quarter of a century which followed Mait-land's reforms few changes of any importance weremade in the Civil Service with the exception of the increase in personnel necessitated by the conquest of Kandy. The Colonial Office continually urged the consolidation of offices and the decrease of salaries to lessen the perennial deficit in revenue, while the Governors maintained, and on the whole successfully, that no substantial alterations could be made without serious loss of efficiency. I The most important changes in the provincial administration were the reduction of the ten Collectors to eight by abolishing the Collectorship of the Wanni, combining Matara and Mahagampattu in the newly established Collectorship of Tangalla in 1821, and amalgamating the Collectorships of Kalutara and Colombo in 1822.2 The cost of the central administration was reduced in 1822 by consolidating various offices without any increase of salary. The position of Comptroller General of Customs was abolished, and the work transferred to the Commissioner of Revenue. The duties of the Accountant-General were transferred from the Vice-Treasurer to the Auditor-General, while the Commissionership of Stamps (which had been amalgamated with the office of Comptroller in 1816) was taken over by the Vice-Treasurer. 3
