ABSTRACT
R Ule 94 provides that ‘an inmate shall become eligible for release in accordance with the Second Schedule to the Criminal . Justice Act 1948 1 when the Commissioners are satisfied that there is a reasonable probability that the objects of training as defined in Rule 4 have been achieved’: that is to say, that there has been established in the inmate the will to lead a good and useful life on release, and that he has been fitted by his training to do so.
