ABSTRACT
Several strategies for the European Monetary Union can be envisaged. But before evaluating these strategies, one must ask whether it is economically justifiable to seek a Monetary Union, that is, to establish a single currency for Europe. The following section studies the conceptual background of the question, without relating it directly to the European problem.
