ABSTRACT

The 2010 census is complete. The census results tell us how many people live in the United States and where they live. The population of each state determines how many seats in the U.S. House of Representatives that state gets. State legislatures then must redraw congressional and state legislative district boundaries so that each contains an equal number of residents. Controlling the redistricting process allows lines to be drawn that advantages the dominant party and its candidates and disadvantages their opponents. The struggle over power is and has always been catnip to politicians.
