ABSTRACT
ODA’s objections to the funding of Pergau rested entirely on the view taken by ODA economists and engineers that, if Britain was to provide aid funds for the development of the power sector in Malaysia, there were far more efficient ways of doing so. In ODA’s view, the choice of the Pergau project was seriously sub-optimal in economic terms compared with other potential projects for expanding Malaysia’s electricity generating capacity.
