ABSTRACT
The battle against corruption has generally been framed in terms of using and strengthening criminal justice systems. Controlling corruption has been accomplished by enhancing the state's capacity to prevent, detect, investigate and prosecute violators, and by improving anticorruption laws and regulations. The most robust rule-of-law approaches, whether strengthening whistleblower protection, improving access to justice or establishing investigative bodies, are designed to reinforce the prospects of criminal prosecution.
