ABSTRACT
Until quite recently there was very little analysis of the role of science and technology in the underdeveloped countries. During the 1960s it was easy to make rather facile prescriptions about the kinds of scientific and technical institutions which were needed in the underdeveloped countries, and about the kinds of scientific activity they should do.
