ABSTRACT
the basic structure of Lunacy Law was complete by 1845; the national inspectorate had been achieved, and institutions of all types came under its supervision. The reformers had achieved their objects; and yet in one sense, it might be said that the work of reform had only just begun. The period from 1845 to the present day has seen changes no less momentous than those of the preceding century.
