ABSTRACT

During his second exile in 1837-40 - this time in France - List wrote two major works on economics, the second (The National System of Political Economy) being published in 1841. But some of his contributions to the Allgemeine Zeitung showed that he was keeping a watchful eye on developments in the Zollverein. And when he returned to Germany he founded a journal devoted to the affairs of the customs union. He advocated the expansion of the customs union to include those German states which had not yet joined; the extension of the functions of the Zollverein beyond the fixing of the tariff; and the adoption of the policy of protection.
