ABSTRACT
In the last phase of his career List had endeavoured to promote two causes which he believed would stimulate Germany's economic growth and enhance her political power and prestige. One was the policy of encouraging industrialisation - by a protective tariff, by the construction of railways, and by other means - while the other was the establishment of a central European customs union.
