ABSTRACT

Governments of newly-independent countries are often accused of being obsessed by “prestige projects” and of neglecting the true welfare of their private citizens. President Shehu Shagari constantly emphasises that housing, agriculture and education are his government’s first concern; and while the State and local governments are the main agencies for developing both agriculture and the social services, the Federal Government assumes some direct responsibility and makes funds available in a variety of ways to the other levels of government.
