ABSTRACT
All speeches so far reproduced in this book were, with the exception of the first, given by Alhaji Shehu Shagari in his capacity of President. All are therefore “official”. He made hundreds of other speeches as a Minister or Commissioner. But he also made many important speeches during the periods under military rule when he held no national or State office. These may tell one more about him as a man than can “official” speeches.
