ABSTRACT
The development of the proposal follows a “logic ladder.” The needs or problem statement leads to the objectives. The objectives then lead to the procedures. It is in this section of the proposal where each objective is fully amplified. Depending on your guidelines, the section is labeled “methodology,” “work plan,” “project activities” or “scope of operation.” You label it whatever your guidelines request. For the purposes of this chapter, we’ll refer to the section as “procedures.”
