ABSTRACT

As explained in the introduction, economic policy in Iraq was determined by two sides: the British and the Iraqi. While the first chapter examined British interests and the British advisers who played so pivotal a role in shaping that policy, the present chapter will concentrate on the Iraqi side. It will deal first with the attitudes of the various governments in Iraq towards economic policy, then with the mechanisms of formulating and implementing this policy, and finally go on to that important area of policy-making, capital development works.
