ABSTRACT
The creation of the new German Air Force, the Luftwaffe, is commonly regarded as part of the rearming of Germany which followed Hitler's advent to power. This, however, is only partly true, for the foundations of the new service had been established many years before. It is in fact more accurate to state that Hitler made possible the resurgence of German air power by providing massive support for a force already in being.1
