European Community budget proposals Following the publication of the Werner Plan in October 1970, a plethora of independent working groups formed to consider the practicalities of realizing the objective of EMU. Some of these working groups recommended a significant increase in the size and scope of the EC budget to underpin EMU and to counter some of the problems associated with economic integration: growing disparities between member states, regions and social groups.
