So far as this study is concerned, the criteria of internationalization are a plea for international aid by the secessionists and discernible third-party involvement, albeit at a very low level.

Three levels of secessionist political activity can be singled out for analytical purposes: the internal ingroup level, the two-party conflict level and the international or transnational level. These three levels or settings are intricately interrelated. The first level concerns the activity of the leadership within the ingroup (its consolidation, recruitment, strategy and propaganda for internal use, etc.). The second is conflict politics, that is, direct conflict interaction with the adversary (the Centre) and with the adversary's constituency. The third level will concern us in the pages that follow.
