ABSTRACT
THE FmST CONCERN of the Protectorate government, once relations with Buganda had been regularized, was the establishment of district administrations with a minimum of cost and with small staff. Watered-down versions of the Agreement were concluded with Toro and Ankole.1 In some areas settled administration came relatively late; in West Nile, for example, it did not properly begin until 1916.
