ABSTRACT

Notwithstanding the fact that against only 75 sea-going surface ships, 57 submarines, 920 combat motor-boats and 1,375 other floating units were completed from 1941 to 1945,1 showing the high degree of effort put into building light vessels, the Soviet leadership did not abandon pre-war plans for the Soviet Navy’s development. In August 1944 the Operations Staff of the Headquarters of the Soviet Navy presented the Narkom for the Navy, Admiral Kuznetsov, with a draft plan for the development of the Soviet Navy through the first post-war decade.
