ABSTRACT

Military innovation during peacetime requires redefinition of the values that legitimate the activities of organizational members. This chapter proposes that the US Army is currently attempting to implement a concerted effort to create new career paths for success while retaining and confirming the foundations upon which the army was built. We suggest that the US Army is setting the stage for a revolution in military affairs by altering the paths to senior leadership in the army in preparation for a new doctrine. This example of preparing for peacetime innovation is unique in that it is a combination of a logical follow-on to previous initiatives, a reaction to external pressures, and a serendipitous development of a personnel system that will facilitate a revolution in military affairs. This effort to re -establish the force provides an excellent case study of the manner in which the US Army is redirecting and revitalizing its leader-development processes to position itself for the next century's uncertain and changing strategic environment.
