ABSTRACT
When elephants fight, goes the old proverb, the grass suffers. The costs and legacy of armed conflict are borne by its civilian victims. Such widespread civilian suffering is matched by warring parties’ equally widespread failure to accept responsibility for the harm they cause. Civilians are in effect struck twice: once by the bullet and next by apparent indifference from those who injured them.
