ABSTRACT
In 1997 NATO decided to admit three new members. Why did the alliance offer membership to its former Cold War adversaries? What are the likely consequences of this decision? Which countries should be admitted in the future? This essay addresses these questions, places them in their substantive, theoretical, and methodological contexts, and outlines the volume's purpose and organization.
