In Brazil, Goodwin’s statements about the Brazilian buildings contributed to change the opinion of the popular press in a decisive way. In the middle of 1942, the almost-completed Ministry of Education Building was under attack in the local newspapers, being condemned for its high cost: ‘Palácio de Luxo’ [Palace of Luxury] and ‘Mania de Grandeza’ [Mania of Magnificence],1 and prolonged construction: ‘O Edifício mais complicado do Brasil’ [Brazil’s Most Complicated Building],2 ‘Quando será terminado o Edifício do Ministério da Educação? a passos lentos marcham as obras’ [When will the Ministry of Education be Completed? The building work plods along].3
