The next step in the process of filling a vacancy should be an obvious one: it is concerned with obtaining the authorization to recruit a new employee.
Usually only the more senior managers in the organization have the authority to spend money and resources on recruiting new staff. A line manager usually has to persuade their manager (who in turn may need to persuade someone higher up) that this expense can be justified.
