ABSTRACT
This chapter concentrates on two matters: first, the development of sports policy since 1960. It will cover this as a series of snapshots, because much has been written elsewhere. Secondly, it will focus specifically on the uneasy and changing balances between grass roots and elite sports development. Where appropriate, comparisons with other countries are made.
