ABSTRACT
Introduction An estimate is based on a level of information which can be incomplete or uncertain. Increasingly, contractors are engaging in the design and build process earlier. For example, many PFI and framework projects come to a contractor as a site plan, a
project boundary and an output specifi cation. In this way a contractor is responsible for dealing with site conditions, upgrading existing buildings, and delivering a building which achieves the performance requirements.
