ABSTRACT
The international system is undergoing a dual liberalizing transition-within many individual states and in the whole states system. At the same time as specifi c states have been democratizing, the states system as a whole has been undergoing an incomplete transition from an anarchy populated disproportionately by authoritarian states toward a more rule-governed system shaped largely by powerful democracies.
