ABSTRACT

Getting government forces into the same element as the insurgent is rather like trying to deal with a tomcat in an alley. It is no good inserting a large, fierce dog. The dog may not find the tomcat; if he does, the tomcat will escape up a tree; the dog will then chase the female cats in the alley. The answer is to put in a fiercer tomcat. The two cannot fail to meet because they are both in exactly the same element and have exactly the same purpose in life. The weaker will be eliminated.
