ABSTRACT

The present chapter covers the fi nal category of themes as presented in the introduction: those of a symbolic nature. Symbolic issues are those relevant to the bilateral agenda due to the signifi cance given to them by the postrevolutionary regime. This category is represented here by the four subjects listed in the chapter’s title. Revolutionary Nationalism led state leaders to conceive of the actions taken by other countries-and particularly by the United States-related to the status of human rights in the country, or the character of its political system, to cite two examples, as high politics matters-contrary to the conventional wisdom on the high-low politics divide.
