during the war the industry obtained all that it had been asking for before the war. Discussions on the details of a price and quota scheme continued until 1941, but the Federation found it difficult to secure complete agreement. In March 1941, however, the concentration of industry policy was announced and the Federation was able to draw up a scheme embodying a pool and quota and price agreements. This received Government approval and came into force in March 1942; the Government, however, made it clear that while it approved of the arrangements for the concentration of production it was not expressing general approval of the wider aspects of the agreements.
